'Super jail' plan

Officials consider a plan which would radically change the prison system, placing all of Hong Kong's 11,000 inmates under the same roof in a new "super" penal complex.

The Stanley and Tai Lam prisons are ranked as the most valuable penal institution sites in terms of redevelopment potential.

The proposed jail closely follows the plans of a similar high-rise model due for completion in Singapore by 2008.
